GOVERNMENT RELATIONS
The HDMA membership is very well represented as a unified voice in Washington DC by the MEMA Government Affairs office and dedicates significant resources to communicating pertinent commercial vehicle legislative issues and topics, as well as suggesting potential legislation or tax credits to benefit HDMA members and their customers to lawmakers and representatives. Recent examples of commercial vehicle legislation and tax incentives HDMA and MEMA have worked hard to influence and pass are amendments to FMVSS 121, with the HD Truck Stopping Distance Rule and passed in August 2009, the August 5, 2009 introduction of S. 1582, a bill that would provide a tax credit for the purchase of advanced safety equipment for heavy duty vehicles and The U.S. Department of the Treasury and the U.S. Department of Energy announcing in August 2009 a program to award $2.3 billion in tax credits to manufacturers of advanced energy equipment. Authorized by the American Recovery and Reinvestment Act, this new program will provide tax credits to manufacturers who produce clean energy equipment.
Additionally, NHTSA published a final rule notice Aug. 25, 2009 that will permanently require trailers with antilock braking systems (ABS) to be equipped with an external malfunction indicator lamp. This requirement is under the federal motor vehicle safety standard (FMVSS 121), Air brake systems.
The Government Affairs office is a very significant value to members of HDMA. Many HDMA members have taken full advantage of this benefit by working with the Government Affairs office to visit their representatives in their DC legislative offices and by extending personal invitations to tour plant locations in their home districts to view the impact the company has on employment in their districts.
As a result of these efforts, many HDMA member companies have experienced an increased awareness of their companies with their representatives, as well as successfully communicated the impact of their business successes to their home districts and state.
